Διαμαρτυρία στην Διεύθυνση Αλλοδαπών Αττικής στην Π. Ράλλη


Η Ομάδα Δικηγόρων για τα Δικαιώματα Προσφύγων και Μεταναστών σε συνεργασία με το ΑΙΤΗΜΑ, το Ελληνικό Συμβούλιο για τους Πρόσφυγες και το Οικουμενικό Πρόγραμμα Προσφύγων που προσυπογράφουμε το παρόν δελτίο τύπου καθώς και με άλλες συλλογικότητες, ομάδες, Μη Κυβερνητικές Οργανώσεις πραγματοποιήσαμε παράσταση διαμαρτυρίας έξω από το κτήριο της Διεύθυνσης Αλλοδαπών Αττικής από τις 21.00 της Παρασκευής 17/2/2012 μέχρι τις 7.00 τα ξημερώματα του Σαββάτου 18 /2/2012.

Η παράσταση διαμαρτυρίας είχε σκοπό να καταγγείλει την κατάσταση, που αντιμετωπίζουν όσοι προσπαθούν να ζητήσουν άσυλο στην Αττική και η οποία αναδεικνύει την εν γένει αντιμετώπιση του «ξένου» από τις κρατικές αρχές.


Οι αστυνομικές αρχές - κατά συνήθη πρακτική των τελευταίων χρόνων - αρνούνται να καταγράψουν τα αιτήματα ασύλου όσων ζητούν προστασία και δέχονται να παραλάβουν μόνο εξαιρετικά περιορισμένο αριθμό αιτήσεων ασύλου και μόνο κάθε Σάββατο ξημερώματα.


Κατά τη διάρκεια της 10ωρης παραμονής μας παρατηρήσαμε και διαπιστώσαμε τα εξής:

Οι αιτούντες απαγορεύεται να περιμένουν έξω από την είσοδο της Διεύθυνσης Αλλοδαπών Αττικής και περιορίζονται σε παραπλήσιο δρόμο επί της οδού Σαλαμινίας.


Το βράδυ της παραμονής μας εκεί περίπου 80-100 άτομα άνδρες στην πλειοψηφία τους και λίγες γυναίκες από την Αφρική και την Ασία περίμεναν σε σειρά, στην άκρη του δρόμου, εκτεθειμένοι στις καιρικές συνθήκες, κουλουριασμένοι ο ένας δίπλα στον άλλο, τρέμοντας από το κρύο και εμφανώς εξαντλημένοι. Σημειωτέον ότι, καθ’ όλη τη διάρκεια της νύχτας της Παρασκευής η θερμοκρασία άγγιζε το μηδέν. Οι παρευρισκόμενοι αιτούντες μας ενημέρωσαν ότι περίπου 50 άτομα είχαν αποχωρήσει περί της 18.00 το απόγευμα μην αντέχοντας το αφόρητο κρύο.


Τα περισσότερα άτομα περίμεναν στο ίδιο σημείο ήδη επί δύο μερόνυχτα και μέχρι τα ξημερώματα του Σαββάτου χωρίς να έχουν πρόσβαση σε τουαλέτα, νερό ή τροφή και χωρίς καν να μπορούν να απομακρυνθούν για να μην χάσουν τη σειρά τους. Οι περισσότεροι μας δήλωσαν ότι έχουν προσπαθήσει να υποβάλουν αίτηση ασύλου κάτω από αυτές τις συνθήκες από 5 έως 10 φορές. Κάποιοι από τους αιτούντες μας δήλωσαν ότι έρχονται κάθε βδομάδα επί ένα χρόνο χωρίς ποτέ να γίνει δεκτή η αίτησή τους από τις αρχές. Κατά τις 4.00- 5.00 πρωινές ώρες του Σαββάτου προσήλθαν κι άλλοι αιτούντες. Όπως μας ενημέρωσαν οι αιτούντες κάποιες φορές οι αστυνομικές αρχές παραλαμβάνουν τα αιτήματα των 20 πρώτων στη σειρά και άλλες φορές η επιλογή των 20 γίνεται τυχαία με αδιαφανή κριτήρια.


Περίπου στις 6.00 το πρωί του Σαββάτου αστυνομικοί επέλεξαν του πρώτους 20 από τη σειρά και το μόνο που είπαν στους υπόλοιπους στα ελληνικά ήταν: «φύγετε τώρα, την επόμενη βδομάδα». Καμία άλλη εξήγηση και καμία απάντηση δεν δόθηκε από τις αρχές στις διαμαρτυρίες των παρευρισκόμενων αιτούντων και λοιπών αλληλέγγυων.


Καθ’ όλη τη διάρκεια της βραδιάς περιπολικά είχαν αποκλείσει την είσοδο της Διεύθυνσης Αλλοδαπών Αττικής επί της οδού Σαλαμινίας και άλλα τρία επιτηρούσαν τους αιτούντες, που περίμεναν επί της οδού Αγ. Άννης.


Καθ’ όλη της διάρκεια της ολονύχτιας παρουσίας μας και της επικοινωνίας μας με τους αιτούντες διαπιστώσαμε ότι:


1. Η πρόσβαση στο άσυλο είναι σχεδόν ΑΔΥΝΑΤΗ στην Αττική. Διότι σε καμία περίπτωση δεν συνιστά διαδικασία υποβολής αιτήματος ασύλου, η υποβολή ενός ανθρώπου στο μαρτύριο της αναμονής στην άκρη ενός δρόμου επί 2-3 μερόνυχτα, υπό άθλιες συνθήκες, για να έχει ΙΣΩΣ μια μικρή πιθανότητα να καταγραφεί ως αιτών.


2. Ο τρόπος αντιμετώπισης των προσφύγων από τις αστυνομικές αρχές και δη η απαγόρευση προσέγγισής τους στην είσοδο του κτηρίου της Διεύθυνσης Αλλοδαπών, οι συνθήκες υπό τις οποίες αναγκάζονται να περιμένουν οι αιτούντες επί μέρες, εκτεθειμένοι στις καιρικές συνθήκες χωρίς πρόσβαση σε τουαλέτα, τροφή και νερό, ο τρόπος επιλογής των αιτημάτων, η αδιαφορία των αρχών, προσβάλλει την ίδια την έννοια της ανθρώπινης αξιοπρέπειας και αποδεικνύει για άλλη μια φορά τον τρόπο που οι αρχές αντιμετωπίζουν τον «ξένο».


3. Η άρνηση των αρχών να καταγράψουν αιτήματα ασύλου δεν είναι καινούργια τακτική, ούτε αποτέλεσμα διοικητικών δυσλειτουργιών της παρούσας χρονικής στιγμής ή της οικονομικής κρίσης, αλλά πρόκειται για συστηματική μακροχρόνια τακτική, που λαμβάνει χώρα τουλάχιστον 10 χρόνια, έχει καταγράψει ανθρώπινα θύματα και έχει ξεκάθαρο σκοπό την αποθάρρυνση των προσφύγων να υποβάλουν αίτηση ασύλου στην Ελλάδα.


4. Η διαδικασία παραλαβής και εξέτασης ασύλου σε α’ βαθμό παραμένει στην αρμοδιότητα των αστυνομικών αρχών, παρά τη νομοθέτηση Υπηρεσίας Ασύλου με πολιτικό προσωπικό, η λειτουργία της οποίας θα έπρεπε να έχει ξεκινήσει από τον Ιανουάριο 2012.


5. Η άρνηση πρόσβασης στη διαδικασία ασύλου θέτει σε κίνδυνο τη ζωή, την ελευθερία και καταρρακώνει την αξιοπρέπεια των αιτούντων άσυλο, οι οποίοι ανά πάσα στιγμή μπορεί να συλληφθούν, να κρατηθούν και να απελαθούν, ενώ στερούνται κάθε κοινωνικού δικαιώματος. Βρίσκονται εν τέλει κρυμμένοι, κυνηγημένοι και όμηροι της γενικότερης πολιτικής «αποτροπής».


Η πρακτική «αποτροπής» υποβολής αιτημάτων ασύλου, που εφαρμόζει η Διεύθυνση Αλλοδαπών Αττικής είναι ενδεικτική μιας γενικότερης πολιτικής των ελληνικών αρχών που χαρακτηρίζεται από «συλλήψεις-σκούπες», νυχτερινές έκτακτες συνεντεύξεις ασύλου, εκκενώσεις κτηρίων, όπου διαμένουν άστεγοι πρόσφυγες, απελάσεις ατόμων που έχουν ζητήσει διεθνή προστασία, άρνηση παροχής συνθηκών υποδοχής και βέβαια με τακτικές αποτροπής εισόδου στα σύνορα και παρατεταμένη κράτηση σε άθλιες συνθήκες.


Η πολιτική αυτή εξυπηρετεί την γενικότερη ευρωπαϊκή πολιτική αποκλεισμού των «υπηκόων τρίτων χωρών» εν γένει από την επικράτεια των λοιπών ευρωπαίων εταίρων, οι οποίοι υποκριτικά ζητούν τη συμμόρφωση των ελληνικών αρχών με τις διεθνείς υποχρεώσεις τους, ενώ προωθούν σκληρά μέτρα «αποτροπής» αδιαφορώντας για την ανθρώπινη ζωή.


ΔΕΙΧΝΟΥΜΕ ΤΗΝ ΑΛΛΗΛΕΓΓΥΗ ΜΑΣ σε όσους αναγκάστηκαν να φύγουν από τον τόπο τους, επειδή η ζωή, η ελευθερία ή η αξιοπρέπεια τους βρίσκονταν σε κίνδυνο εξαιτίας της κρατικής καταστολής, του πολέμου ή της φτώχειας.


ΣΥΝΕΧΙΖΟΥΜΕ ΟΛΕΣ ΚΑΙ ΟΛΟΙ ΜΑΖΙ ΝΑ ΔΙΕΚΔΙΚΟΥΜΕ:


- Απρόσκοπτη πρόσβαση στο άσυλο κάθε μέρα χωρίς διαμεσολαβήσεις
- Άσυλο και κοινωνική προστασία στους πρόσφυγες
- Να σταματήσει η αθλιότητα, που έχει επιβληθεί από τις αρχές καθημερινά και κάθε Σάββατο πρωί στην Πέτρου Ράλλη

On access to asylum procedure in Greece
(Attica Aliens Directorate, Petrou Ralli)




The Group of Lawyers for the Rights of Migrants and Refugees together with AITIMA, the Greek Council for Refugees and the Ecumenical Refugee Program, co-signing the present press release, and in co-operation with other entities, groups and NGOs, carried out a protest outside the building of the Attica Aliens Directorate (Petrou Ralli) from Friday 17 February 2012, 21:00 until 07:00 am on Saturday, 18 February 2012.

The purpose of our protest was to denounce the situation which those who try to seek asylum in Attica have to face, and which brings to surface the general treatment that State authorities demonstrate towards "foreigners".


The police authorities - following the usual practice of the past years - refuse to register the asylum claims of those seeking protection and only agree to register an exceptionally small number of applications and only during the early hours of Saturday mornings.


During our 10-hour stay outside the Aliens Directorate we made the following observations and findings:


Those seeking asylum are prohibited from waiting outside the entrance of the Attica Aliens Directorate. They are confined to a side street of Salaminias street.


During the night that we spent there, around 80-100 migrants, mostly men but also some women coming from Africa and Asia, waited in line along the street-side. They were exposed to the severe weather conditions, were huddled up the one next to the other, shivering from cold and visibly exhausted. It is noteworthy that during that specific Friday night, the outside temperature was almost as low as 0 C. The migrants who were waiting there informed us that around 50 persons had left earlier, around 18:00, because they could no longer endure the chilling cold.


The majority of those waiting there to have their claim registered, told us that they had been waiting on the same spot for 48 hours and until dawn on Saturday, with access to neither a toilet, water nor food, because they could not leave their position without losing their place in the queue. In addition, the majority of those waiting informed us that they had already waited unsuccessfully to have their applications registered under these same conditions 5 to 10 times. Several asylum seekers told us that they had been coming every week for a whole year but the authorities refused to receive their applications.


Between 4 and 5 am on Saturday morning, more asylum seekers arrived. They explained to us that the police authorities sometimes register the claims of the first 20 persons waiting in the line, but other times they randomly choose 20 claims from the whole queue based on unclear criteria.


Around 6:00 am, the police officers took the applications of the first 20 applicants waiting in line and said in Greek to the rest of the people: "Go away now, next week". The authorities provided no explanation and no answers to the protests of the migrants present, as well as us, who were showing our solidarity to them.


Throughout the whole night, police cars had blocked the way to the entrance of Attica Aliens Directorate at Salaminias street and another three police cars were watching the migrants who were waiting at Annis side-street.


Based on our overnight presence there and our interviews with the asylum seekers who were waiting, we made following findings:


1. Access to the asylum procedure is almost IMPOSSIBLE in Attica. There is no way in which exposing a human being to the ordeal of waiting at the side of a street for 2 to 3 days and nights in a row, under deplorable conditions, so that he/she MAY have a small chance of having his/her claim registered, can qualify as "access to the asylum procedure".


2. The treatment of asylum seekers by the police authorities, in particular the practice of preventing them from even physically approaching the entrance of the building of the Aliens Directorate; the conditions in which they are forced to wait for days, exposed to weather conditions and without access to a toilet, water and food; the arbitrary manner in which asylum claims are then selected and registered in combination with the indifference shown by the authorities; constitute a violation of their human dignity and brings once again to surface the treatment that authorities have in store for "foreigners".


3. The refusal of the authorities to register asylum claims does not constitute a new practice; neither is it a result of some temporary administrative malfunction or of the economic crisis. It is a systematic practice which has been taking place for at least 10 years, has cost human lives and serves the clear purpose of discouraging asylum seekers from submitting their claims in Greece.


4. The procedure under which asylum applications are being registered and examined at first instance remains within the mandate of the police authorities, contrary to the law on the new Asylum Service, which should have been functioning since January 2012.


5. The refusal to allow access to the asylum procedure puts at risk the life and freedom of those seeking asylum and takes away their dignity. They can be arrested, detained and deported at any moment and they are deprived of any social rights. In the end they remain hidden, hunted and held hostage to this wider "discouragement" policy.


This practice of "discouraging" the submission of asylum applications which the Attica Aliens Directorate has been following, reflects a wider policy which the Greek authorities have adopted and which is characterised by "group arrests", overnight conduct of asylum interviews, evacuation of buildings where homeless asylum seekers live, deportation of persons who have sought international protection, refusal to offer reception facilities, as well as practices of refusing entry at the border and lengthy detentions in inhuman conditions.


Such practices serve the wider European policy of excluding "third country nationals" in general from the territory of our European partners, which hypocritically ask from Greek authorities to comply with their international obligations while they themselves at the same time promote harsh measures of aversion and with disregard to human life.


WE HEREBY SHOW OUR SOLIDARITY to all those who were forced to flee from their countries because their life, freedom or dignity were in danger, due to State oppression, war or poverty.


WE HEREBY CONTINUE TO DEMAND


- Unobstructed access to the asylum procedure every day and without mediators
- Refuge and social protection to asylum-seekers
- An end to the degradation imposed by the authorities every day and every Saturday morning at Petrou Ralli


WE ARE GOING TO BE THERE UNTIL EVERY SINGLE PERSON IS ABLE TO SEEK AND RECEIVE THE PROTECTION THAT HE OR SHE IS ENTITLED TO


WE INVITE ALL THOSE WISH TO SHOW THEIR SOLIDARITY, EVERY SATURDAY FROM 05:00 TO 06:00 AM ON SATURDAY MORNING AT PETROU RALLI !!

 ΣΤΗ ΔΙΕΥΘΥΝΣΗ ΑΛΛΟΔΑΠΩΝ ΑΤΤΙΚΗΣ ΠΕΤΡΟΥ ΡΑΛΛΗ

Η Ομάδα Δικηγόρων για τα Δικαιώματα Προσφύγων και Μεταναστών, σε συνεργασία με τις Μη Κυβερνητικές Οργανώσεις Αίτημα και Ελληνικό Συμβούλιο για τους Πρόσφυγες καλούμε σε ολονύχτια παράσταση και συμπαράσταση διαμαρτυρίας την Παρασκευή, 17 Φεβρουαρίου 2012 με ώρα συνάντησης 21:00, στη Διεύθυνση Αλλοδαπών Αττικής (στην είσοδο επί της οδού Σαλαμινίας και Αγίας Άννης) για να καταγγείλουμε την κατάφωρη και συνεχιζόμενη παραβίαση, από τις αρχές, του δικαιώματος στην υποβολή αιτήματος ασύλου, με δραματικές συνέπειες στη ζωή, ελευθερία και αξιοπρέπεια των αιτούντων άσυλο.

Όσες  Συλλογικότητες και Οργανώσεις δηλώσουν συμμετοχή έως την Παρασκευή 17-2-2012 και ώρα 12:00 θα περιληφθούν σε κείμενο ενημέρωσης για τη δράση συμπαράστασης και διαμαρτυρίας που θα διανεμηθεί στους εκεί παρευρισκομένους αιτούντες άσυλο. Την ενεργό συμμετοχή του έχει ήδη δηλώσει το Οικουμενικό Πρόγραμμα Προσφύγων.

Το  κείμενο ενημέρωσης για τη δράση συμπαράστασης και διαμαρτυρίας που θα διανεμηθεί στους εκεί παρευρισκομένους αιτούντες θα μεταφραστεί στις βασικές γλώσσες ενδιαφέροντος  και θα έχει ως εξής:

Joint call to protest on 17+18/02/2012

CALL TO PROTEST AT THE ATTICA ALIENS DIRECTORATE - PETROU RALLI

The Group of Lawyers for the Rights of Migrants and Refugees, in co-operation with the NGOs AITIMA and the Greek Council for Refugees, hereby issues an open invitation to an overnight attendance and solidarity protest on Friday 17 February 2012 (meeting time at 21:00) in front of the Attica Aliens Directorate (entrance at Salaminias and Agias Annis streets) in order to publicly denounce the continuing and flagrant violation by the Greek authorities of the right to seek asylum, as well as the dramatic consequences this has on the life, freedom and dignity of those seeking protection.

Those entities and organisations which will register their participation until Friday 17 February 2012 at 12:00 will be included in the informative document of solidarity which is going to be distributed to the asylum seekers. The Ecumenical Refugee Programme has already confirmed its participation in this protest.

The informative document about this protest of solidarity, which is going to be distributed to those asylum seekers who will be present there, will be translated into different languages and will read as follows:

     Η Διεθνής Αμνηστία συναντά τις δεκάδες των αιτούντων άσυλο οι οποίοι περιμένουν στην ουρά τις πρώτες πρωϊνές ώρες κάποιου Σαββάτου, με την ελπίδα να υποβάλλουν τις αιτήσεις τους στις Ελληνικές αρχές.


Οι αιτούντες άσυλο στην Ελλάδα αντιμετωπίζουν μεγάλη αναμονή σε απάνθρωπες συνθήκες

     Η Διεθνής Αμνηστία συναντά τις δεκάδες των αιτούντων άσυλο οι οποίοι περιμένουν στην ουρά τις πρώτες πρωϊνές ώρες κάποιου Σαββάτου, με την ελπίδα να υποβάλλουν τις αιτήσεις τους στις Ελληνικές αρχές.

     Κατά την διάρκεια μιας παγωμένης χειμωνιάτικης νύχτας βρισκόμαστε σε μια έρημη γειτονιά της Αθήνας, όχι μακριά από την Αστυνομική Διεύθυνση Αλλοδαπών.

    Έρημη,  αν εξαιρέσει κανείς μια ουρά μήκους πενήντα μέτρων – περίπου 100 άνθρωποι. Άντρες και γυναίκες που κάθονται ή ξαπλώνουν μέσα στην λάσπη και στα σκουπίδια.

     Μερικοί έχουν κουβέρτες. Κάποιοι έχουν σκούφους και γάντια. Άλλοι αναγκάζονται να καταφύγουν σε εφημερίδες ή σε κoυρέλια σε μια προσπάθεια να ζεσταθούν.

     Οι άνθρωποι αυτοί είναι αιτούντες άσυλο και περιμένουν στην ουρά σαν να είναι μέρος μιας εβδομαδιαίας τελετουργίας - η πιθανότητα να είναι ανάμεσα στους 20 που γίνονται δεκτοί από τις Ελληνικές αρχές στις 6 τα χαράματα κάθε Σάββατο.

     Στην αρχή της ουράς ακούμε φωνές. Έλληνες αστυνομικοί, οι οποίοι μας ζητάνε τις ταυτότητές μας όταν φτάνουμε εκεί.

     Μιλάμε με μερικούς από τους αιτούντες άσυλο. Ένας άνδρας από την Συρία μας λέει: "Βρίσκομαι στην Ελλάδα περίπου 6 μήνες. Έρχομαι εδώ κάθε εβδομάδα αλλά δεν μπορώ να υποβάλλω αίτημα ασύλου. Δέχονται μόνο 20 άτομα κάθε Σάββατο στις 6:00 το πρωί. Λένε στους υπόλοιπους να έρθουν πάλι την επόμενη εβδομάδα, και μετά ξανά την επόμενη εβδομάδα, και ούτω καθ'εξής."

     Τέτοια είναι η απελπισία στην ουρά που μερικές φορές ξεσπάνε καβγάδες, καθώς οι άνθρωποι σπρώχνονται για μια καλή θέση.

     "Μερικές φορές καταλήγουν στο νοσοκομείο", λέει ένας άνδρας από το Μπαγκλαντές.

     Ένας αιτών άσυλο από το Κονγκό αναφέρει πως περιμένει ήδη για τέσσερις μέρες και νύχτες. "Μέρα και νύχτα εδώ, στο έδαφος, στο κρύο, στη βροχή, περιμένουμε υπομονετικά και μετά μας διώχνουν. Γιατί δέχονται μόνο 20 άτομα;"

     Μια αιτούσα άσυλο από την Ερυθραία μας είπε ότι το μόνο που έχουν μαζί τους είναι ψωμί και νερό.

     Είναι αδύνατον να εγκαταλείψεις την θέση σου για να πας για τουαλέτα πίσω από έναν κοντινό τοίχο επειδή, αν είσαι μόνος ή μόνη σου, χάνεις την θέση σου στην ουρά.

     Μερικοί διαμαρτύρονται επίσης ότι η επιλογή των ανθρώπων που καταφέρνουν να υποβάλλουν την αίτησή τους είναι εντελώς αυθαίρετη, αγνοώντας τη χρονική διάρκεια που οι αιτούντες άσυλο έχουν όντως περιμένει στην ουρά.

     Ένας αιτών άσυλο από την Αίγυπτο ομολογεί: "Ήρθα εδώ περίπου 20 φορές, και κάθε Σάββατο με διώχνανε. Έτσι λοιπόν σταμάτησα να προσπαθώ. Έχασα την ελπίδα μου. Σήμερα ξαναβρίσκομαι εδώ μετά από 6 μήνες. Δεν έχω χαρτιά, δεν τολμάω να βγω από το σπίτι μου, φοβάμαι. Μπορεί να με συλλάβουν στον δρόμο, και να με κρατήσουν για μήνες, μόνο και μόνο επειδή δεν έχω χαρτιά. Δεν κάνω τίποτα κακό, δεν κλέβω."

     Ο επικεφαλής της αστυνομικής ομάδας λέει ότι οι αστυνομικοί βρίσκονται εκεί για να τηρήσουν την τάξη. Παραδέχεται ότι δεν υπάρχει σύστημα προτεραιότητας και ότι η πρόσβαση στο άσυλο είναι περιορισμένη.

     Ο Επικεφαλής της Διεύθυνσης Ασύλου βγαίνει εκεί έξω κάθε Σάββατο πρωί και επιλέγει 20 ανθρώπους - και όχι απαραίτητα τους πρώτους. Τους υπόλοιπους τους διώχνουν χωρίς καθόλου χαρτιά. Η αποτυχία της άμεσης υποβολής αιτημάτων ασύλου αυξάνει τον κίνδυνο σύλληψης, κράτησης, απέλασής και τελικώς παραβίασης της αρχής ότι κανείς δεν πρέπει να επιστρέφεται σε μια χώρα όπου θα αντιμετωπίσει διώξεις την αρχής της
μη-επαναπροώθησης.

     Σε πρόσφατη δήλωση η Διεθνής Αμνηστία επανέλαβε τις ανησυχίες της για την δεινή θέση των αιτούντων άσυλο στην Ελλάδα.

Limited and inhumane; Access to asylum in Greece is degrading and uncertain

Amnesty International joins the scores of asylum seekers queuing in the early hours of a Saturday morning hoping to have their applications  submitted to the Greek authorities.

On a freezing winter night we find ourselves in a deserted neighbourhood of Athens not far from the Aliens’ Police Directorate.
Deserted but for a fifty meter queue – around 100 people. Men and women sitting or lying down amidst the mud and garbage.
Some people have blankets.  Some have hats and gloves. Others have to resort to newspapers or bits of cloth in a bid to keep warm.
These people are asylum seekers and they’re queuing up as part of a weekly ritual – the chance to be one of the 20 received by the Greek authorities at 6am each Saturday.
Toward the front of the queue we hear shouting. Greek Police, who ask us for our ID when we get there.
We talk to some of the asylum seekers. A man from Syria tells us: “I’ve been in Greece for around 6 months. I come here every week but I cannot apply for asylum. They receive only 20 persons each Saturday at 6:00 in the morning. They say to the rest to come again next week; and then again next week; and so on.”
Such is the desperation in the queue fights can break out as people jostle for a good position.
“Sometimes they end up in hospital,” says a man from Bangladesh.
An asylum seeker from Congo describes how he has already  been waiting for four days and nights . “Day and night here, on the ground, in the cold, under the rain, we are waiting patiently and then they send us away. Why do they accept only 20 persons?”
A woman asylum seeker from Eritrea told us that they only have bread and water.
It is impossible to abandon your place to go to the toilet behind a nearby wall because, if you are alone, then you lose your position in the queue.
Some also complain that the selection of the people who do get to submit their application is entirely arbitrary, ignoring how long asylum seekers have actually waited in line.
An asylum seeker from Egypt confides: “I came here around 20 times, and every Saturday I was sent away. So I stopped trying. I lost my hope. Today I’m here again after 6 months. I have no papers, I daren’t leave my home, I’m afraid. They can arrest me on the street, and detain me for months, just because I have no papers. I don’t do any harm, I don’t steal.”
The head of the police unit says that officers are there to maintain the order. He admits that there is no priority system and that the access to asylum is limited.
The Head of the Asylum Department comes out there each Saturday morning and chooses 20 people – and not necessarily the first. The rest are sent away without any papers. The failure to register claims promptly increases the risk of their arrest, detention, deportation and ultimately violations of the principle that no-one should be returned to a country where they face persecution – non-refoulement.


In a recent statement Amnesty International revoiced its concerns over the plight of asylum seekers in Greece.
